Pat dry the shrimp. Add the cornstarch and toss them until they are well coated.

Deep fry the cornstarch-coated shrimp in batches until golden and crispy. Set aside.

Add green onions and serve the shrimp over the rice while it’s still warm, with lemon wedges on the side.
